Welcome Message

At the historic moment of the 20th anniversary of Hong Kong's return to the Motherland, I was elected and appointed by the Central People's Government (CPG) as the Fifth-Term Chief Executive of the Hong Kong Special Administrative Region (HKSAR) of the People's Republic of China. The honour as well as the immense responsibility of the office are most deeply felt. As what Premier Li Keqiang mentioned on April 11, 2017 when he presented the instrument of appointment to me, that is a huge responsibility and carries the earnest expectations of the CPG and the people of Hong Kong on me and the HKSAR Government of this term.

I grew up in Hong Kong and have served the community in various government positions for nearly 40 years since I left school. Like all Hong Kong citizens, I love this city passionately.

In my term of office, I will lead the HKSAR Government in continuing to implement the principle of 'One Country, Two Systems', 'Hong Kong people administering Hong Kong' and a high degree of autonomy strictly in accordance with the Basic Law, to serve the country and Hong Kong, and to live up to the expectations of the CPG and the people of Hong Kong.

My vision is for a Hong Kong of hope and happiness – a city we are all proud to call our home. I see a vibrant international metropolis that is just, civilised, safe, affluent, enjoys the rule of law, compassionate and well-governed.

I pledge that I will do my utmost to attain unity in society and connect with people from all walks of life to develop our economy, improve people's livelihood, promote a more democratic society and safeguard Hong Kong's core values through “caring”, “listening” and “acting”. By this, we will together build a better Hong Kong.
