Terrorist attack in Belgium

The terrorist attack in Belgium two days ago caused heavy casualties. I strongly condemn the attackers and would like to express my deepest condolences to the victims. My thoughts are with the families of the victims and the injured.

Yesterday, Acting Chief Executive Mrs Carrie Lam signed a condolence book at the Consulate General of Belgium in Hong Kong to express sympathy on behalf of the Hong Kong Special Administrative Region (HKSAR) Government.

I am in Hainan to attend the Boao Forum for Asia Annual Conference these two days. The Belgian Prime Minister, Mr Charles Michel, was scheduled to address the Conference and hold bilateral talks with me. The sessions were cancelled because of the terrorist attack.

We cannot take good law and order for granted. Although the terrorist threat level in Hong Kong remains "moderate" at present, amid a complex and volatile international situation and in face of regional security risks, the HKSAR Government must remain vigilant and stand ready to ensure public safety and maintain good law and order.
